Closed Industrial plots not building all the way

None of my industrial plots build all the way. They get a few of the objects, none of the walls or floor. The intractable objects are only partially intractable. One of the industrial addons adds in a station that creates supply lines. The terminal for that one when opened tells you that it is not fully running yet and to refresh the plot. I have refreshed all my industrial and the whole city to no avail. Abernathy has no city-built industrial plots, so I added one for the supply line mod, and it is doing the same thing. I have not built any plots in any other settlements yet, I still have only the two settlements built at all.

I send Kinggath a link to my save game and several screenshots.
 
Have you double checked if the Sim Settlements files have been properly installed? See pic. The date modified should be the time when you installed the latest update, patch 3.1.1. Same goes for any exansion packs (IR & RotC) and add-on packs recently updated.

I've been manually installing all core SS mods. I'll try reinstalling all the core again, but I'm getting the "do you want to overwrite" prompt for the files.
 
I just manually reinstalled all the core SS mods, none of them updated their last modified dates...

That was after reinstalling 7zip.
 
If you're using 7zip to extract them to the data folder and overwriting the files, you should be fine there. The date modified in windows isn't always perfect. If you overwrite with the exact same file I believe it stays the same. There's sadly no way to get the version number out of the files via windows file handler. (In if you open up the downloaded zip in 7zip, you can see the date when Kinggath modified the files before packing them into the zip-package. As soon as you extract them though, they will get a new modified date.)

Next thing to check is the amount of active scripts in your saves. You can do that with Fallrim tools. (Please don't use the clean tools in Fallrim. At least not without backing up your save. The clean up tools are made for Skyrim, not Fallout.)

If you build a basic Industrial Plot yourself and manually set the building plan to [SS] Scrap Heap by kinggath, assign someone to it and then wait two minutes, what happens? Could you post a screenshot of it if anything weird happens?
 
Scrap Heap worked on both a manually placed Industrial plot as well as a city placed one. I will manually reinstall all my SS additional mods to see if that corrects the problem and I'll let you know. Maybe it's just something with NMM. Since the scrap heap worked properly, do you still want screens? I took them but didn't see a lot of point uploading them.
 
Followup: After reinstalling my SS additional mods. They are working except for JtBryant's Utilities. It no longer looks like a core SS problem. The plots from Jt-Utilities now don't build. They do work as in the provide their resources but they do not display. I've tried refreshing the individual plots as well as the whole city, neither of these options has corrected display problems. I did find that if I picked up the plot and dropped it telling it to rebuild the same item it mostly corrected the problem. The scaffolding doesn't disappear until I leave the cell and return. This also has the side effect of resetting the plot to level 1 (sadly). I only tested this on the Ammo Plant so far.

I will continue to troubleshoot. Thanks for the help.
 
JT has moved on from Sim Settlements and I haven't had any luck getting in touch with him about having someone take over his mod.
 
Thanks, good to know. For now I'll deal with the display issues. After this play through I'll remove utilities from my load order. I really don't like removing mods mid-play-through.
