So I just experienced this today, as I'm finally giving Conqueror a play-through.
Jammer introduced slave collars, and I made one. However, I never saw the Enslave option show up when I got behind various unfortunate targets. This was quite frustrating, as I couldn't complete Lia's quest.
A bunch of flailing later, I figured out that one of the faction packs I have installed is causing a problem with it. I don't know which one it is, but something about the faction packs was causing trouble. I disabled all of the faction packs, and I could suddenly enslave targets.
Note, no-one could be enslaved (gunner, rando, raider, diamond city guard, diamond city citizen, etc) until I did the faction purge.
It's 1 AM local time, so I'm not capable of refining the scope.
