In it For the Money - Quest Won't Advance

I've got the quest from Jammer to kill the raiders in the museum. I went inside and killed all the raiders, but the quest didn't advance. I didn't kill Preston or his charges.

I'm on PC, and I'm wondering if my load order affected anything. I only have three mods installed after a fresh install of Fallout 4, all through Bethesda dot Net, and in this order:

Sim Settlements: Three In One
Workshop Framework
Sim Settlements: Conqueror

I changed it to this after the City Manager Holotape wouldn't load. It previously said that the Pip Boy wasn't detected, but now it loads fine.

Jammer won't talk to me. I even turned off clipping to see if initiating conversation would move things along, but it didn't.
 
Also all 7 raiders for When Freedom Calls never register as killed!

There must be something wrong with my install, despite having the required mods, because, there's also very little evidence that Conqueror is even installed. I've visited many settlements by now after several hours and only Abernathy Farm has the start of a few plots, but no citizens or settlers in them. I wasn't sure what to expect, but so far it's the vanilla game with a few glitches like really low water production in Sanctuary despite having two industrial purifiers and only the usual named settlers Marcy, Jun, Mama and Sturges.

Again, I only have three in one, workshop framework and conqueror installed and started a new game. I just wanted to play through the game with some pre-built settlements.

I chose all of the default options so I didn't expect anything for Sanctuary or Red Rocket, but I did expect more for other settlements that you see as I played through the Minute Men quests, like Sunshine Tidings, Starlight Drive-in, Ten Pines, Oberland Station, Somerville Place, etc., but there's nothing different about them.

I'm going to uninstall them and check back later to see if these issues have been fixed or there is an easy work around.
 
I reinstalled after the patch and most things are working - settlements are built up and have citizens. I was able to complete the first three Jammer quests. Two problems so far:
- notifications don't work, even though I have HUD framework installed and the option turned on. The regular notifications don't work, either.
- I wasn't able to complete a kidnap quest because it was to rescue a feral ghoul! Of course, I couldn't initiate conversation, so I guess I'll never be allied with Sunshine Tidings unless I side with Jammer.
