Question Ignore Charisma / Max Unemployed Settings Not Being Respected

Hi all, looking to see if anyone has any idea what might be causing this behavior with sim settlements. Recruitment appears to be unlimited in my settlements with beacons, for example my Abernathy Farms has appears to be capped out at 29 settlers. I have ignore charisma set to false and max unemployed set to 3, it appears these settings are not being respected. I don't believe I have any other mods installed that would modify this behavior. Any ideas friends? Thank you!
