If the Marketplace Trading cannot be used until reaching Ch.3, it should not be selectable during Ch. 1 and 2

Title. When the Caravan Service service reaches Lv.3, an option for using Marketplace Trading becomes available.

However, in my current playthrough (which is still in Ch.1), while using this Trading, no scraps and caps are recognized by the system and shown as 0.
I asked for a solution to this issue in several forums, and the answer seems to be "wait until Ch.3 (where you can choose your capital city)".

If that is indeed a thing, then, why can I choose the option for Trading (but cannot actually use it) during Ch.1 and 2?
The option itself should be disabled until reaching Ch.3.

Of course, there is a chance that all of those turn out to be just a false assumption (and not being able to use the Marketplace Trading is actually a bug), but if my understanding is correct, I would heartily appreciate considering this suggestion.

Unfortunately, the issue has not been resolved even after receiving several advice from twolargepepperoni.
I am wondering, is this bug something very specific for me, or does it occur to other people?
