Question if I set ignore Charisma, how high will population go?

If I use the ignore Charisma setting, is there still a max # of settlers who'll be recruited into a given settlement?
 
You can recruit as many as you like, as many as you build plots for. If you are using the ROTC city plans only as many get recruited as the plan is designed for, but there is a holotape option (under recruitment) to turn that off to recruit more settlers if you build more stuff (though usually there isn't much room to build more plots).

Not exactly. I always initially set that up for free recruitment. That is just to get a population built up. Then what I do is turn off the radio beacon. I forgot to do it for Greentop Nursery and the population went to 63 without any input from me. I was using a city plan, and I don't think it was designed to do that. That number came from the stat bar when you go into settlement mode.
Needless to say, getting close to it turns the game into a slideshow.
