Question I cannot get the scrapyard to upgrade to a crusher on this playthrough. What am I doing wrong?

I am having no luck getting my scrapyard to upgrade to a crusher. 9 times now it has upgraded to scrap processing. At this settlement I have a steel mill, advanced tools, oil well and plastics and polymers for the advanced industrial plots. The scrapyard upgrades to scrap processing every single time. I put 200 aluminum and 200 wood in the stockpile. I have scrapped the plot and built it again and still it upgrades to scrap processing. What do I need to make it upgrade to a crusher? In past playthroughs I built huge settlements and I have had scrapyards upgrade to crusher and eventually hazmat but eventually these huge settlements caused CTDs and other issues. I am trying for a more minimalist approach this time. I see a lot of posts about how to get the crusher to upgrade but not any on how to get your scrapyard to upgrade to crusher. To my knowledge, there are no preconditions.
I remember it is random. Destroy and build the scrapyard as many times as necessary, you need 140 uncommond and 60 common materials.
