What about adding another possible brahmin symbol for the food/water meters, but facing away to indicate that that particular settlement is exporting food or water?
You look at HUD, you see a brahmin symbol facing the food meter, you know this settlement isn't producing enough food for itself and is importing food. Conversely, you see a brahmin symbol facing away from the water meter so you know the settlement is producing more water than it needs and is exporting water. If you see no brahmin at all, it means that the settlement is producing exactly what it needs.
