Hq supply issues

So I'm well I to chapter 3, I have multiple supply lines setup, so much so that when I open workshop mode in HQ it tells me that I have 101k scrap, but after one or two or some other random number of projects selected, my scrap count goes directly to zero. Then I have to wait to begin to do projects again, and when I resume, the count goes right back to where I left it. Why can't I just do continuous projects until my department energy runs out?

I think if you turn off the daily spending limit by HQ and Workforce that will free up you scrap.
I use this page on the wiki to double check what I can do with the City Manager holotape. Sometimes it's easier to see everything this way.
 
Well now that just feels like cheating? ? I hope it doesn't come to that but so far the remedy has been to find a chair nearby and wait 2 or some other random number of hours. ...but that translates to hours of my life lol. I feel like there are certain things that can be too efficient and wind up breaking the game, like high rises with the interior plot settlements and being able to stack cities on top one another(like a city on stilts in top of a city on stilts on top of another city type thing.). I keep trying though.

It is sort of cheating. But the only other option is to wait. You only get so much to spend per day. You may want to leave HQ while waiting and look for settlers, work on settlements, do vanilla quests.

It's more setting up your Difficulty for Headquarters gameplay - like setting up your resources to be Simple, Categories or Components in my opinion.
Some people like the complexity of resource managerment, others don't.
