I took Covenant as my outpost (didnt feel bad slaughtering those guys) and Taffington Boathouse as my first vassal.

however, its not providnig any food (still says 0 in red at Covenant). I turned off 'settlements auto upgrade' because im on Xbone.

If i turn 'control vassals on', is there a way i can JUST upgrade food plots? thematically it does make sense...
 
I presume that you fired off a city plan there/prebuilt(?) or are the vassals just producing the vanilla food already there? If the latter, they likely won't produce enough food for everyone, let alone the rest of your outposts.

If you have a city plan or added some agri plots yourself, plots take time to work and upgrade, especially true if you have your Sim Settlements settings to need more maintenance from you. You can dial back the needs of the settlement in the holotape so they're more "functionally" independent, but unless you add the mod that allows you to spend caps to upgrade plots, it will take time. Not sure if that mods exists for Xbox, but it's expensive in any case. Add more interior plots even if they're outside the buildings themselves or find a large enough space to put down one of those 3x3 plots in the center.

Build upwards so you can add more plots above the ground level. It will still take time to upgrade.
