How to HQ problems

I'm currently experiencing some problems with the quest How to HQ and the Headquarters in general.
1) My "Return to Headquarters" subquest never finished
2) Whenever I try to clean a room it comes up with the text "No Options were sent to be selected from"
As such, I cannot continue with the HQ no matter what I try.
What i've done so far:
Restarted from a save before I had the quest.
Tried the options in this post: https://simsettlements.com/site/ind...found-to-assign-project-bug.21648/post-152487 (Which was the best I could find which might have helped)
Completely removed SS2 + SS2 Ch2 and reinstalled them.
But still the problem persists. I've inlcuded 2 screenshots of what I described.

You might want to check, see if you have the most recent releases of Workshop Framework also, SS2 and SS2 Chapter 2.
I'm assuming you've checked to make sure that hese mods are in the recommended load order.

Except for the loading order, I am sure that they're all the newest versions, as I've reinstalled a very small modlist after the latest update happened and started anew.
The loading order was done with LOOT via Vortex, because i'm not very good at doing those things myself.

None so far, i've just restarted from the beginning again.

I've played a lot more carefully, and after each "bug" that happened, I reloaded a lot earlier and tried to do it again avoiding a bit of what I did before and that fixed it all
