How to get ROTC city plans?

Hello I'm new here and I am an xbox player and I was wondering how do I get access to the ROTC city plans, I have it installed but when I go to city plans in the desk it only shows the "basics" ones do I need to unlock them or do I need to fix my mod list?

The city plans should be available from the beginning. There's an option in the SS2 mod menu to delete and reload the building plan cache. It helps when plot building plans don't show up when selecting them via the asam sensors. I am not sure if this also applies to city plans. Can't hurt to try.
Just post your load order so we can see what's going on there.

In the settings under "City Building" there should be an option to Allow Multi Level City Plans. Make sure that's on. It's off by default as when SS2 launched, there were no multi level plans.
