How to assign leaders on HQ? Tutorial phase.

You CAN continue past it, but you need to force complete it through the holotape.

I'd really rather not do that A) because I'd like the HQ to work and I'm worried that will introduce problems down the road. I'm really hoping either someone has some advice on how to get the HQ to work smoother or some patch that comes out that fixes whatever's going on.

I thought I had something similar, but I was assigning people in the wrong lists.
