Equip the "Recruitment Clipboard" as a weapon - you can find it in the 'meeting room' at HQ, on one of the desks at the edge of the room.
Then once it is equipped, talk to a settler while both you and them are in a settlement, and it should bring up a special dialog prompt to send them to HQ.

And if you don't necessarily have 10, you can also send the settlers back to the village in the construction menu at HQ
