How do I assign a leader in Rise of the Commonwealth?

With Rise of the Commonwealth (I also have Sim Settlements installed), what are the explicit requirements and instructions to assign a leader so that my settlements will start building? I couldn't find an answer to this question anywhere after a couple hours of searching. I've never really used settlements before I found this mod, so forgive me if this is an idiotic question, or I didn't use the right search terms, or I missed the video where this point was mentioned, etc.

If you haven't, I'd suggest watching the in-depth videos provided by kinggath on his YouTube. The main requirement for setting a leader however, is that they must be a vanilla or DLC added companion.
 
What happens if you run out of current Companions as City Leaders? Can you not create a new city or can City Leaders support more than one city at a time?

for now, you have to either wait till you recruit more companions or wait till a city reaches level 3 before you can remove the companion from it and have them assigned to a new city. so in that way you can recycle them. The cities will continue to function if a companion is removed, but removing them before Level 3 will basically pause any building or city upgrades until the City manager is returned. Once the API kit is released 3rd party makers will be able to add new NPCs to that city leaders list. But for now its just vanilla and DLC companions.

Ok, I have the solution. The mistakes I made are in parentheses. In case anyone else has trouble, here are detailed instructions.

The specific video with basic instructions is Rise of the Settlements Quick Start (I had started this video but got distracted, and forgot that I hadn't actually watched it)
1. Make sure the new Sim Settlements prepatch is installed. (Mine had been a version that I downloaded just the day before Rise of the Commonwealth launched)
2. Find the City Manager Holotape and activate it
3. In the new settlement, build the city planner desk. (Having the old version, mine didn't have the blueprint on it)
4. Activate the blueprint on the desk and follow the instructions
Note: Each settlement requires a companion
