How cluttered is cluttered?

I'm on my first sweep of decorating and adding details to my entry and I'm looking for advice on "How cluttered is cluttered?"

To elaborate a bit,
I've left a clear and empty space for a player home to be filled out by whoever uses the city plan but there are plots and areas of the settlement that will need filling out a bit.
When I'm using SS I like to have some leeway with personalisation but seeing some details is always fun.

So on two fronts, what's a good level of detail (If that can be quantified) and also, is there a sort of limit to being able to run the settlement on older machines?
I've set up the build limit as instructed and my reckoning is it'll be 1/3 to 1/2 full when I'm done. Is that too much? Too little? Does it depend on the type of decoration, the purpose of the build? Etc etc.

As a newbie to these contests I'd appreciate any words of wisdom.
 
If you set the build budget using the option in the competition holotape then you can clutter till it's full if you like. It's entirely up to you as long as you stay within the limit.
