I've noticed that on all of the many saves I've started with Conqueror, putting down a war desk at Red Rocket and activating the map, as if to claim for my faction, always says there's no factions installed. I always assumed that because we can't claim for any factions until we've progressed Jammer's quest, but now I've progressed Jammer's quest to the point where the PC's faction has its own name and the war desk at Red Rocket still shows the "no factions" message. I've also found my assumption about needing to progress Jammer's quest is probably false, according to the descriptions of third-party faction packs.
All attempts share these steps:
1. Is there a way to bypass the war desk's claim, e.g., a console command sequence to force-claim a settlement?
2. Is there something I should verify is unconflicted in xEdit?
3. Anything in particular to check for in Resaver?

- Pass through Sanctuary without even going near, never mind touching, any benches.
- Activate Red Rocket's red work bench before meeting Jammer.
- Build out Red Rocket a little bit, e.g., with SS plots, while progressing Jammer's main quest.
- Having no extra faction packs installed.
- Having three extra faction packs installed (Minutemen, Brotherhood of Steel, and Children of Atom).
- Scrapping and recreating the war desk.
- Putting down the war desk at Red Rocket before I meet Jammer.
- Putting down a war desk at Red Rocket only after attacking and capturing the first settlement (Oberland in my case) as part of the Jammer quest line.
