Hostile waters not starting

I finished "internal affairs". Hostile waters is not starting. After finishing internal affairs Salvador keeps following me.

I´m on storywealth collection

Do you recall any particular moment that he started following? Did anything unusual happen during the quest - for example, did you interact with any objects (such as workbenches or something). Just want to gather as much info as possible because we haven't yet been able to replicate this ourselves, but I'll test this today.

I can´t remember if I used a workbench. Sorry. If I remember right Salvador is following me since after the conversation at the hangar with lupe and cassandra.

Can you please screenshot the earlier stages too? I'd like to check something. There has been another report of this occuring at a similar time (for them, it happened after talking to Lupe and Theresa), so I'm trying to see if there is a possible connection.

When you did Art of War, did you allow Sal to lead? Did he behave strangely, were any console commands used on him?

I would like to but is there a special command because I can´t scroll in console mode.
During art of war I think I gave Sal the lead but I´m not sure. Also I´m not sure whether I used console on Sal nor if he behaved strange.

Ah and I forgot to mention that after hostile water won´t start I manually updated ss2 to the latest patch.
