Help with power transfer

I have been trying to complete Commonwealth Rising for hours, and the last thing I need to do is get the power from my settlements transferred and I can’t figure out if I’m missing something or it’s a bug

Here’s what I know:
I have a level 5 power room at HQ
I have settlements with excess power
I built a power transfer building at the settlements
The power transfer building says operational
The power transfer building is connected to the municipal power pylon
I have established supply agreements with the settlements

What am I missing here?
 
That sounds like it should all be working.
Can you do me a favor to test something? Go to one of the settlements you think should be providing power, build one of those basic little generators (the +5 or +10 ones) and wire it directly to the Municipal Pylon, wait a moment, then leave Workshop Mode. Then give it another moment, and go back in and out of Workshop Mode, and see if that makes the numbers update.

That didn’t work. Something I did notice at the planners desk is that it says “Power Exported:0” which seems relevant but I don’t know why it would be exporting
 
If all of your other settlements have plenty of power, then as Yaugie said, it should definitely be working. Sometimes it takes a while to update for me - I end up toggling in and out of workshop mode, or fast travelling, in order to force it to recalibrate. I'm not sure why it delays sometimes.
 
The only other thing I can think to check is, if you go to this tab in particular on your Pipboy and scroll through the settlements you hold, do you see any numbers showing as "4294"? If so, go to that settlement and wait there a moment, means something's miscalculated and it needs time with you physically there to get the numbers right. (this happens sometimes, PITA of a glitch)

Looking at that, I know mine's miscalculating, I KNOW I had enough beds for 1 each in Sanctuary

All the numbers check out on that screen? Is there a way to see needs for HQ, like you can at city manager terminals for settlements? I am starting to think there may be an issue with my trade agreements, because my HQ food and water are stretched thin when I have several trade agreements. I'm thinking maybe they're not feeding resources, including power, correctly

The HUD bar has an expansion setting where you can see all your resources, what is in use, what the supply line can provide etc.

Finally figured it out. Something got screwed up when I tried to update to 3.3 (hadn’t played in while so didn’t have the latest update) so when I deleted the mod from Nexus and then reinstalled it, problem immediately fixed. Thanks for the help though!
