Has anyone successfully used the city building plans?

Everytime I try to build a city, either player made from a companion mod or from SS2 itself, nothing is built. It does the pan over, a few props from the plan are put down, then it just ends without putting down any plots, recruitment beacons, ext... Does anyone know whats going on?
 
If you are using mods that change the settlement boundaries, such as enlargements, modified terrain, or a mod like Scrap Everything, there can be problems with what the city plan expects and what it actually encounters.

Have you ever tried using layouts? Just curious if they will work for you.
Layouts are built from the workbench menu, they are a one time thing, but have the same underlying mechanics as a city plan.
If you want to test one you could get them from any of my contest city plan pages under optional files. If testing just use a level 0 plan as they will be quickest to get done.

same issue here and i have absolutely zero terrain modifiers installed, although it is actually the same issue with layouts for me too, even those will not load anymore as of the latest update, prior to the latest update they did work and now they do not. and i mean even the contest entries and ones i made just before to test if the files themselves were broken will not load period. something script wise in the mod effectively broke Hud framework too, and given how old that is that was only a matter of time.
 
I mainly build settlements in game, so I am certainly no expert on understanding the ins and outs of the actual processes involved and dealing with issues.
I do regularly export and import layouts and around the end of the month typically create and test 3 or so City plans (as I look for any errors, floating objects and the like in the city plan).
I have used SS2 & Ch 2 2.0.0L and Workshop Framework 2.0.18a to do so successfully.

There may be other reasons why you can't get anything to build.
Have you tried to roll back to the previous version and see if you can build or import?
It could be a corruption when the SS2 files were downloaded.
It could be an ini setting,
Maybe try to verify your files with steam.
Like I said in the other post on city plans, it may be another mod which has included a copy of the vanilla workshop scripts, which effectively overwrites Workshop Framework - an esm file that will load prior to most other plugins - and which, as I understand it, is the mod that makes layouts and city plans work.

its seeming to be an issue with version 2.0.0L and having more than 1 settlement within load as the engine is not doing too well as of the recent update to ss2. their issue with the save hanging is because of multiple engine level problem features that aren't able to be ever put as stable. turning them off, or just full on removing them in the geck not only corrected my issue but fixed the long load issue. basically, i had to delete the precombines for concord and features for evolving settlements and everything started working great again. for refrence heres my load order:

bullet count reloaded

modern firearms
fallout 4 unofficial patch
Boston fps fix aio
ss2
ss2 extended

I got them mostly to work - only downside is it sometimes crashes inbetween. But if it doesn't works fine.
100% this. If I'm using one of the city plans from the monthly contest (be it an entry or a winnier), I always save before going into said settlement, Especially if it's one the Triangle of Death settlements. I don't know what it is about city plans, but more often than not I get a CTD. If I build the settlement myself, it happens, but not as often as it does with city plans.
 
I have 311 active mods and I don't have any issues with the city plans, but usually I just use the Basic, ROTC, or ZJ Perf Plans with a few exceptions. For Triangle of Death, I just build up Abernathy and Sanctuary. I always leave Red Rocket empty.
 
For a level 3 upgrade to a city plan, your character should basically do nothing for 30-45 minutes, let all the scripts run. (look down at the ground, ENB off [Scr Lk])
There are not only all the scripts for placement going on and power/wiring, but the individual plots themselves.
If there are 20 settlers, that could mean 20 residentials, 20 work plots, and maybe up to 10 recreational plots. (yeah - 50 plots that need to be placed/upgraded).
If you try to refresh or watch a plot upgrade it can take a bit of time before it will complete its scripts and you get the notification.
Multiply that time by 50.
If you are doing other things, causing other scripts to fire, then it is possible that its just too many for the engine to handle and may be the cause of some CTD.

If I get "The setlers at X settlement made some improvements", and I know it's a city plan, I tend to stay away for quite some time so the plots can upgrade and the scripts can run to do their thing - probably a good 2-3 hours real time. Once a city plan is set up, I generally don't have to go back there. Setters will eventually set things up themselves. Although, I do wish they would prioritize food, housing and security over a bar.
 
I do use cityplans in some remote area's though not the RoTC ones though the standard ones for the stability sake and the rest I build my self with plots :) What I noticed is that I needed to power up the beacon my self also it seems to be powered up.. the moment I do that I also get the message that a beacon has been found. So not sure what the cause of that is, though after powering the beacon I get settlers in Cities build with city plans.
