Fixed Hall of the Toilet King dialog breaks

Original Thread: In the Hall of the Toilet King
Kinggath is already aware of this in the original thread. I am posting it here as it's a known bug being worked on.
I have listed it on Conqueror Consolidated Concerns as Bug Reported.

Added several hooks for 4.0.6 so that if you are too far away when he tries to speak to you, you can trigger the quest yourself by manually talking to TK after his scene with Rook has finished.
