Going past build limit

I have build limit set to off, but I cannot add anything to my settlement.

I would like to build a rad scrubber and Mama Murphy's chair in Sanctuary, but I get the message that nothing more can be added.

Is there something further I need to do?

I can't talk to this mechanic in Sim-Settlements but from my experience, if the settlement build bar is full you need to do the following:

-Dropping weapons, and storing them whilst In your settlement Interface, then taking them back out again and repeating the process; works. You will see the bar in the right corner go down. You can do the same with weapon Mods. Scrapping something also works in some / most cases. The +/- depends on your pc's power and how much you build.

The above works if you don't want a mod to change the settlement build limit value. There are mods that will do this also. I like this as you can do it over and over and clean out the workbench as mid-game you start to have a lot of extra stuff.

There is a second option under Tools > Configuration Tools what will give you the option to
1. Increase bethesdas settlement limit by 25% (i.e. 125%) or
2. Increase the build limit by whatever the max usage of your current city plan is + 25%.

For example, L3 Outpost Zimoja is ~360% of bethesdas limit. Option 1 doesn't help, because increasing to 125% when you're at 300%+ still won't let you do anything.
 
It isn't working for me. I have clicked that option maybe 15 times, I just hit my build limit. No effect. Maybe it is because I am running horizon?
 
@Chunga The Respect Build Limit option being off only affects whether Sim Settlements will acknowledge the build limit or not. The Increase Build Limit tool is going to be your solution.

@IndependentJo That entire page in the holotape was broken in the 3.2.3 update, it was hotfixed earlier in the week. Grab that update and you should be able to use those tools again.
 
Is there a way for a sim settlement city plan to prioritize what is built? IF I can get passed the CTD for a settlement that has built way past the build limit and crashes my game, I come to multiple settlements where the build limit is full, and there are empty plots, but some useless junk was placed on the ground that I can't scrap or store (even with the scrap everything mod), and sometimes duplicates of a door or a junk wall or some other object in the same place... I appreciate the immersion of "this is the junk we're making stuff out of" but form fits function, get the workable useful stuff going then if there's space, fill it with bits to bring some life to the settlement.
OH!! maybe an option to just have the functional stuff built?
Also, I've come to multiple other plots where there were quite a few martial plots, but no agriculture plots and the place was full so nothing could be built until I scraped a lot, is there a way to ensure that a specific number of the different kinds of plots are built, assigned, and at least level 1 before the city plan tries to grow from there?
FYI I just have the defaults and when starting sim settlements I turn the settings to be as minimally involved and notified as little as possible..
 
if you press insert key you would enable extra mode (or something) and could pick and scrap most of the objects
 
Hello I just recently downloaded the 3in one pack but even before building anything it says that my build limits are reached and every plot I plant just stays in waiting position please help (I have Xbox one
