GNN HQ

A lot of it depends on what you consider cheating. For some people even overriding timers is, when it's clearly the intended way of playing for most (confirmed by making it the default option later). Or overworking or policies, I guess. All of those are mechanics that serve their purpose to make HQ easier when you want to make an effort to actually be a good leader of your organisation. While tgm'ing stuff is definitely cheating, it's not awfully different from setting up an industrial heavy settlement with a supply agreement and making mama murphy and strong work double shifts for exrta pay. Or just playing on simple scrap complexity.
But yeah.
It just needs to all actually fricking work
That's the most important part :D
I guess automating things is viable, where they (lots of rambling and wishful thinking, take with a grain of salt)
1. set up the first living quarters and Jake and Aiden's workplace by themselves,
2. clean and build a couple extra living quarters and some corridors (along with some bathrooms),
3. (more facility/logistics workers, tutorial end) basement cleaning and necessities (power/water) (and storage space and showers).
4. the admin/security offices along with place to eat + (more engineering workers) air filtering, treasury, armory, more defences etc etc
5. (more admin/logistics workers) make basic decorations and some coke machines or whatever
6. Armor, power armor and weapons labs hopefully next to each other and easy to reach (right now i think there's no layouts like that but...), hopefully hopefully next to player room and teleporter (later). Wait, this requires science. Damn it! I guess this is 8A instead, with more science workers.
7. (more admin workers) Then some more decorations and leisure rooms like gym and library
8. Then the doctor quest and medical stuff, cleaning up office floor
9. (more admin, security and engineering workers) making the atrium look nice with all the labs and infirmary
10. And finally the courtyard, outside defences, really pretty decorations and remaining upgrades.
Maybe a couple choices along the way (do we want all offices to be on the main floor or wait for office floor (or mix it up), same for dept heads quarters and gym/library). So kinda like massive projects that include other projects. Would probably still require assigning proper staff for it. It would be scripts on top of scripts on top of scripts but fingers crossed :)
 
overriding timers

In that case I still cheated but yeah I actually would have been fine playing on default timers. I actually didnt want to finish the HQ so quickly (I got all cosmetics now) and would have been fine still working on it thru Ch. 3. When the system was so unresponsive and acting weird, I only overrode timers just to see if my inputs and choices were actually getting thru... and even then with them off... not always XD
