Primary Bug Report General - Settler AI is frozen and they aren't working plots

Earlier today I noticed that I hadn't received a notification for a plot construction for a while, so I decided to head back and check on my settlers to find them simply standing around and not building anything even though they were all assigned plots.
First I started a new save just to see what happens and found that the Jake didn't want to build the AG plot he wanted me to build, huh.
Figuring a mod conflict, I decided to go down my list by creating a quicksave at starlight to test out various mod combos with no avail. Even with all other mods disabled I couldn't fix this issue.
Looking around I found that people have been running into a similar issue since patch 1.0.0.c, and decided to rollback to 1.0.0.b and see if that did the trick, but no dice on that one.
Lastly I figured I'd install SS2 manually to see if Vortex screwed up but still nada.
Right now I can't tell if this is just a rare bug I've unearthed or if I have somehow borked my save beyond repair without realizing it. You guys have any other ideas?

EDIT: upon further testing, it seems that only the SS2 plots are being affected as I can assign settlers to vanilla activities with no problem.
EDIT 2: for full disclosure my testing process involves using a fresh settlement with nothing built (starlight), making a quicksave, building 3 fresh plots of different types, and then waiting to see what happens. So far nothing's worked.
EDIT 3: figured I'd disable all other mods and start a new save to find that now the entire mod is broken. can't recive the holotape from MCM, Jake won't spawn, and the SS2 workshop category can't be unlocked. Uh-oh.
EDIT 4: I FIGURED IT OUT! SS2 really does not like it when the build limit is set too high so the mod I was using "Settlement Limits Slashed" was causing the issue and since it was an ini edit disabling it wouldn't work, meaning I had to reset the limit using Workshop Extended! I'm freeeeeeee!

Did you try to refresh the plot?
Did you try storing a plot and placing it again?
Did the settlement have storage for materials?

I have noticed a few stray plots here and there needing a kickstart with a refresh or storing the plot and trying again.

I also had an issue (self made) where nothing was being built because I did not have any storage space for materials or any building material plots (which include storage.)
 
For some reason, my settlers acting stupid, most of the time standing in the middle of the road and doing nothing or staying home (covid, huh?) and not going to their work plots. When i sleep - they are teleporting to supposed locations, but after that acting stupid again, barely playing any animations and doing something.

Is there some conflicting mods, or is it SS2 problem? Thanks in advance.
 
Yep, the reason I've been doing my testing at starlight is because it's a fresh settlement, but I've tried all plot types including residential and making sure to give the settlement materials to build freshly built plots with no avail. Starting to think I've might have totally ruined my game somehow.
 
Funny thing, you and I are running into almost the exact same problem, but with wildly different modlists. Mind testing a few things?

Are freshly-constructed plots not building?
Does disabling the rest of your modlist not work?
What about using different versions of the mod?

Try testing these in a empty settlement and see how that goes.

You can give the settlement all the materials you want and nothing will happen unless you have a plot that holds resources built or storage containers that hold resources.

I started from the beginning of the topic again to try to understand your problem and see if I missed something. I didnt notice you still had Jake stuck in the build scene. While Jake is building for the scene SS2 locks you out of all other SS2 stuff. As in I have tried to place more plots, pick a plot type, etc while he was babbling and it was not allowed.

You got a script issue in your mods screwing you somewhere.

The MCM tape? I thought the MCM was craft only now? I use MCM and have no holotape because the options are now in the pause menu. Are you running a version that you get it as you exit the vault? If that is the case you might be having an overload issue exiting the vault, especially if you have a bunch of Creation Club stuff. There is a mod to delay those from starting.

At this point I would suggest giving us your mod list and load order. Maybe myself or someone else can find an issue with it. Uploading a save file somewhere could help if you can find someone to look at it.

Plots will now construct even when using mods that hack the build limit in an imperfect way.
  • These mods are not recommended. If you click Manage on the workbench, choose Configure Build Limits and see -0%, it means you have used such a mod on your save. To fix this, choose Restore Default, then you can increase it from that same menu whenever you need.
