I have noticed that the game has gotten much more unstable since last update. Load order should be ok since it is same that was with previous version. The game crashes when at settlements usually after fast travel. One settlement was not even built up yet with no plots set up.

It sounds like the updates didn't properly execute.
One thing you can try is roll back to the previous version and load the last save you made on that version. Go to an interior cell like Home Plate and make a save. Update SS2 to the latest version and load the save you made. Give the game a good 10 min. of standing there and doing nothing to allow for the updates to take place. Then see if you are still having issues.
You may end up having to keep playing with the old version if the updates continue to give you issues.
