(17) Nuka World Red Rocket (No Prebuilt, Not Preconquered, Outpost)
Somewhere I read it was possible to access the Work Bench, if the Nuka World power plant (Power Play) quest had not started. Because I did the Open Season quest and there is no Power Play quest, I was able to access the Work Bench and built stuff.
