Suggestion foundation costs

so this has been bothering me since the terraformer foundations were added to the game, or just any of the plot foundations in general. if you don't have the resources to buit the foundation you can just have the plot generate one for free?! erm...yeah that doesn't make sense because it makes one ask the question where did the missing resource come from?

A solution i have for this is pretty simple, have the foundations in the plot menus cost something, now for wood and concrete it could be somewhat easy to guess the price just by looking at the cost of the material's. but the land ones are a bit tricky....

Maybe have them be like this: small (one 2 X 2 square) should cost 20-25 caps, meduim (four 2X2 squares) should cost 80-100 caps, and the currently mostly useless large (nine 2 X 2 squares) should cost 180-225 caps. or something along those lines, now i know these seam a bit pricy but it should give people the insentive to put in the soil extractor in their settlements earily, instead of say a pair of iron mines and a lumber camp.

Implementing the cost to be applied directly from foundation select on the ASAM sensor would likely add a lot of complexity due to how Papyrus works/the limitations.

This could be a nice option for people using hardcore settings. But then it seems cost would be applied twice for people using it, should they want to sometimes place the foundation first. Which is commonly what I do since it's a lot easier to visualize what the plot will look like relative to the surroundings by first positioning the terraformer how I want it to be.

A cost that is removed by having a soil extractor in the settlement could be one route but that may be heading towards a complex solution.

I can't recall offhand but I think it's an industrial from an addon pack.
