Question Floating away!!!

After placing the planners desk and selecting city plan and leader......i start floating away. Ive never had this happen before and not sure why its happening now. If i could get help or suggestions please.....i play on xb1x

you can disable It from the pipboy

Disable Cinematics under Visuals, I think. Or maybe under City Building
