Sorry if this is the wrong section for this, but i'm at the end of my rope more or less. I've been getting these crashes at random, especially outside. Not sure if Sim Settlements has to do with it or a different mod that's conflicting with something so I came here to see if you guys would know how to solve the issue. I used Fallrim tools to clean the save up and all that does is make it so when I launch the save the game just crashes to desktop with no messages or anything.

Here's the load order and papyrus log files, hopefully you guys can make more sense of them than I can.

Hi, Sorry to hear.

I used Fallrim tools to clean the save up and all that does is make it so when I launch the save the game just crashes to desktop with no messages or anything
Sounds like you may have over cleaned. I am looking at the log and there seems to be a lot of missing scripts reported.

Bearing in mind that you have Conqueror SimSettlements_XPAC_Conqueror.esp and slow loading times for the script, there may be a chance that you have cleaned out some scripts you should not have:
cannot be initialized because the script no longer contains that property

Knockout Framework.esm
Question: Each time I try to launch my game with this mod enabled, it crashes right before the main menu. What should I do?
Answer: This mod was designed to use strings files (the official localization system used by Bethesda's plug-ins). If the strings files for your language cannot be found by the game, it won't let you access the main menu. Three things can cause this:
1. The ba2 archive of the mod does not exist or could not be loaded.
2. The strings files of the mod already exist in the "Data\Strings" folder but are not those of the latest version of the mod. It is therefore necessary to delete all strings files bearing the name of the mod.
3. The strings files of your language have not been created (unlikely).

Have you used LOOT?

The more i look down the log, to be honest the more I am beginning to worry as this is showing missing content/scripts errors with a whole range of your installed mods.

[ (0001D160)].PackAttackScript.OnTimer() - "C:\Games\Fallout 4\data\Scripts\Soure\User\PackAttackScript.psc" Line 121
[01/28/2019 - 10:28:09PM] error: Cannot clear a None array stack:

Also Pack Attack NPC (I picked this up on the log, haven't checked to see if it is your mod load order, lol) is a great mod that also causes hang-ups/CTDs in tandem with any significant enemy adding mods, basically making them mutually exclusive / extremely heavy mods on their own and Im sure there are others that have innate "incompatibilities" with tons of mods because of this hard cap.

My honest opinion, you need to strip back the whole game, i.e every single mod and start again.

Read this guide a number of us put together giving you hints and tips on choosing correct mods. I understand that everyone will hit download when they see a mod, then to another and another, but honestly this is where you will end up. CTD Heaven.

In your case, I have just touched the surface on all the errors, like I said, only way forward is to go back - Start fresh.
