Fails to build "The Tree" from Uituit's Floatsam and Jetsam pack

What I expect to see (from my master plan save)


What I actually get in game.

So it builds fine when you free build it and without conq?

Manual Selection: builds.
Transfer Settlements Import: does not build. Alternate plan chosen by SS.
City Plan Selection: does not build. Alternate plan chosen by SS.
Conqueror Settlement: does not build. Bugs out like screenshot.

I made it the same as any others
have this happened to any other plots?

Exact same non-building, glitched plot? no. However, there are a few that it refuses to build. I haven't really had time to do an exhaustive check.

War Trailer (Junk Town):
Manual Selection: builds.
Conqueror Settlement:does not build. Alternate plan chosen by SS.

War Truck (Junk Town):
Manual Selection: builds.
Conqueror Settlement:does not build. Alternate plan chosen by SS.

I knew there was problem with war Truck but I thought trailer was fine
maybe its time I update JunkTown
