'Failed to load necessary quests'

I just started a new playthrough going off a clean vanilla save file I made after making my character (I had no mods installed prior to loading this file). About a few minutes into the game, while my game was paused, I ended up getting a 'Failed to load necessary quests' error. Several times on multiple resets. Do I really have to slog through making a new 'modded' character? What am I doing wrong? And if the game is minimized and paused and I'm doing something else, can the game flash an error anyway and not display a notice while I'm not looking?
Here is my load order in the attached file. Workshop Override is at the bottom of the order.

A couple of ideas.
Start a new character without SS2 being loaded. Go through 111, give time for any other scripts to run, then at the exit log out and enable SS2. This can kind of side step conflicts.

I use Start Me Up, and the save I start from doesn't have SS2 loaded.
Also, how do I enable logging for Workshop Framework?

Are you using the alternate background from Start Me Up? There is a lot of conflict between it and SS2.

In your ini files there should be a section looking something like;

[Papyrus]
fPostLoadUpdateTimeMS=500.0
bEnableLogging=0
bEnableTrace=0
bLoadDebugInformation=0

Turn the options to 1 to turn them on. You can find a more complete list of the options - I cant bring it to hand right now.

I found this article - the translator for crash logs is in there. If I remember right you need Buffout4 and its address library.

The errors seem to have stopped for now. However, I will make the changes you recommended to my .ini file and keep this thread in my back pocket in case it comes up again.
 
If you have any hiccups just drop a note here. Folks are really helpful.
