Question Establish Vassal Empty

When I select the Establish Vassal option when starting a raid, it shows no settlements at all in the list, which means I can't attack anything. The menu is blank.

However, it works when I select the Establish Outpost or Establish Outpost and Take Captives options, since it shows the normal list of settlements.

How do I fix this?

Are the settlements within your sphere of influence?

Are you using vault 88 or some other interior cell?
