Question Enslaved Settlers do not retain plot assignments

Last I'd heard, capturing non-settler NPCs as slaves results in them only being able to work vanilla items. My understanding, though, was that enslaving settlers would allow you to assign them to plots in place of your raiders. I don't get any sort of error message when I try to do this, like I did when trying to assign non-settlers, yet every time I return to my outpost some of my warriors have reverted to workers and become assigned to my farms again. Did I misunderstand the system, or am I encountering a bug?
 
To add to this: I was trying to assign slaves to take over from plots that had previously had raiders assigned to them. When the slaves were automatically assigned to plots, rather than me doing it manually, the assignment stuck - but that only happened for newly built plots, not any that already existed.
 
The best of way of acquiring slaves is to use the POW plot.
Collaring is just too unreliable as it requires npc's to have everything needed to be fully function captives attached to them. But you have know way of knowing this in game.

I will say though the problems with collaring are for a good reason, there are plans for it in the future and completely converting them to fully functional slaves will scupper those plans.
