Doctor in the house - Unable to start once Cassandra is at HQ

I have a issue where once Cassandra is in HQ and is supposed to be arguing with Cedric, she only replies with her first line and then moves away. Does not stay with Cedric. I could only get things going with console commands.

Could be an old issue where if you travel to HQ immediately from Mass Bay, the scene doesn't start. If you go from Mass Bay somewhere else first or spend some time, it should work.
