When your building a settlement - do you come up with the background to the town and its people while you work? Im not sure if its because I was a D&D Dungeonmaster or what but as I fill out the town I try to think on how things ended up the way they are.

For example Im working on a layout for Sunshine Tidings Co-Op - turning it into a fortress. While I laid out my walls I was thinking they built walls to defend themselves and carried out traid in and out of the commonwealth. But one of the founders had an idea making a road that wound between defensive buildings letting the more inner defenders shoot down on the attackers.
They were able to stop the one and only raid a group of Raiders tried - they never even made it past the 2nd gate.
Now the city turned its safety into a thriving market for weapons and armor. Not only in old stock but they built the means to make their own weapons, ammo, armor, power armor, etc. I placed just about every plot i can find for making and selling those.
The streets slowly narrow as buildings are built along them. But the gates and defenses remain hidden in the city growth.
I used the huge walls that are double sided and built a little chem lab and bar for the less reputable types to visit.
They rely on other towns to sell them resources for Sunshine's production. Light on the INdustrial - their shops mostly being cproduction of guns, etc. Add in a bunch of Bars, juice bars, etc. Some of the more exotic commercial like furniture & pets.
Add in a city hall and tax office. But only a small hospital.
In nooks and crannies put some chicken and rabbit farms - got to keep the population fed.

So now I have an immage in my mind of how this place grew and developed. The story in turn shaping where I put plots and how.

Just some rambling thoughts :)

I always treat Hangman's Alley as a "haven" for people that have the entry to Diamond City denied. I like to make Carne Asada the leader and I send some ghouls there too.

I treat Hangman's Alley as an extension of Diamond City, making it a trade hub with lots of shops for merchants who are shut out of DC itself or just don't want to put up with Moe or Myrna ; )

I put the guards in DC armor and baseball uniforms, but give them something better than pipe weapons.
 
I ponder the stories of every setting, because Bethy is pretty good about putting little details in every spot they make, so I try to look in every nook n cranny I can. I don't know who does, either the original builders or the finishing team from a "bible" list, but I walk everywhere, only fast traveling when I'm tired of going through the same radscorpion / Super Mutant / Raider / etc zone. There are so many tidbits and remains to make you ponder why certain things are how they are. In Sanctuary, I wonder who stayed there, made off with my things while leaving Shaun's room mostly alone, the fridge still adorned with those Saturday morning messages from Nora, sigh... I'm a writer too, so I pick up a pipe pistol next to a skeleton and give my condolences, thinking I need to be sure and give the Raiders across the bridge I don't know about yet an extra bullet for them. Even if they didn't kill the poor sap.

I like to imagine the Institute moved in and set the place up to be a challenge for you ((In my mind the player is def a synth)). After all no way Codsworth would still be there - he would of been taken or scrapped.
