Do buildings auto upgrade from basic to advanced?

Hello, im playing on low involvement and using city plans. I was wondering if plots would upgrade from basic > advanced > hi powered automatically or if i need to select the plots and select advanced plot to upgrade?

You'll need to change the building plans individually to change the tech level (if there is one available).
