Defend [Settlement] & War is Good for Business

I'm having two issues which I believe are related. First and foremost, I keep getting "defend this settlement" missions and it just spawns this huge group of gunners at one location and once defeated it takes no time at all for that settlement to get attacked again by gunners. I assume this is because I'm still recruiting allies for "War is Good for Business" so I said screw it I'll go with what I have and so I took Lupe to the Ron (ignoring that while not in combat she would trip and go incapacitated for no real reason) where the Ron did his dialogue and that's where I'm stuck. This walkthrough on the wiki says the next step is to return to Concord Hardware and there should be a note on a ham radio and Jake is there, silent, and no notes are on any ham radios. I need ideas of how to troubleshoot this problem so I can continue, unfortunately the settlements getting attacked are ones I actively use (and have a recruiter tower up) so I can't just ignore them as the mission stops me from fast traveling to the town itself and clearing the gunners only causes them to respawn a few moments later.

For added information I hadn't really done any quests for any of the factions until this quest, once I got it I ran around grabbing the easy ones like the Railroad and the Minutemen. And for what it's worth Sanctuary, Red Rocket Truck Stop, Jamaican Plains and Starlight Drive-In are the ones being attacked the most.
 
Save first of course then try the City Manager cheat to advance it to the next quest. Or try selecting that mission in the cheat list. Good luck!
 
The Gunner attacks on your settlements stop after completing the next quest in the sequence. Will be obvious why once you do it.

Them spawning far too frequently and in too great a numbers is a semi recurring issue that I've been keeping an eye on; as far as I was aware, it should've been fixed as of the most recent couple of updates to the mod?
(It's meant to be a maximum of one new attack per ingame 24 hours, to a max of 5 'attack' missions in your quest log; they should also only spawn in groups of up to 20ish troops)
