There are a LOT of custom settlements that are, shall we say, less than properly setup. And not just "deleting" stuff. I mean vanilla cell edits, improper quests, linking, vanilla item edits, touching things and the CK marks it as edited, using auto navmesh to try & fix terrain edits.. etc.
I've found if a settlement is missing the boarder art, it's time to look a little closer. Since boarder art is a very simple thing to add.
Northern Exposure is another one with poorly done settlements and a lot of vanilla edits.
When in the mood, I refer the MA to a very good settlement tutorial. Very basic, but is an awesome foundation to build from. Fallout 4 Custom Settlement Tutorial
