CTD when approaching Sanctuary (after some specific changes)

Just wanted to post this experience because it seems like a bug but I couldn't find a similar post.

I've been having trouble with Sanctuary not growing beyond the initial foundation, still no solution to that yet. So as a test I changed the leader to Piper (who idolizes me), waited a few minutes, then triggered the Refresh All Plots option. I waited in Sanctuary until all plots had been refreshed and got the pop-up saying so. Everything seemed OK, so I left for another quest. Now I cannot fast travel or walk to Sanctuary, I get an instant CTD. I attempted to fast travel to the Red Rocket and got a CTD. I then traveled to Concord and I was able to walk to Red Rocket, however trying to then walk to Sanctuary gets me a CTD before the bridge. It seems like I cannot cross some perimeter (farther out than the build area) around Sanctuary without triggering a CTD. I assume this has something to do with changing leaders, refreshing all plots, or maybe both. I'll have to resume from an older save, before those changes, in order to proceed with the game because there are things in Sanctuary I will eventually need.

Has anyone else experienced something similar? I can upload a .fos somewhere if there is interest in it, otherwise I will just move on. Sanctuary not building is odd, because the Red Rocket seems to be building up normally. (I'm still confused on how power works, because I don't see any generators or power lines)
 
I had similar issues after the latest update. What "seems" to have worked so far is - seriously - to walk... very... slowly. Approach and pause every few feet as you go. I think allows the game a chance to generate and load.
Granted, before that, I also tried loading the last save before the crash, save and exit, close Steam, clear my system cache (i use CCleaner), reboot and go back into the game, then aproached cautiously. Saved again once i was able to go into Sanctuary, exit, reload game, just as a precaution.

Others may have different experiences or advice. Results may vary, because every situation is (mostly) unique to each seset and mods arrangement.
 
I had to re-pick Sanctuary's city plan a couple times but it eventually started building normally. It seems like the common Bethesda issue with running many scripts, consider this solved. Fantastic mod BTW, it re-ignited my desire to play Fallout 4.
 
Glad to hear that you got it fixed. It's not without it's quirks and bugs, though since it's such a conplex system and still in development, that's to be expected. But I agree, Sim Settlements has given me more reasons to get back into Fallout 4 - the original poorly conceived system left me at odds; either spend all my time fudging with settlements and gathering scrap, or actually play the game and finish quests in their entirety. Both methods leave you wondering why they weren't done as separate games, or better integrated into a more coherent and cohesive amalgamation.
