CTD on startup when SimSettlements.esm is enabled

For some reason, that I have not been able to figure out, my game will most often crash to desktop with no error message or warning when the sim settlements esm is enabled. When disabled, my game starts fine as normal. I installed the 3 in 1 off the nexus with NMM and when it is enabled my game will go to a black screen on startup then crash. Rarely it sometimes continues but I have yet to play because I want to resolve this problem. I have about 248 mods installed and can post my load order if asked. I also looked in FO4edit to check for possible incompatibilities but there are none. Re-installing did not fix anything. I've had several versions of sim settlements before and have never had this problem, it is completely new for me. Any help would be appreciated.

I'm not an expert but there are a couple of common things you might try. Sometimes NMM can fail to load all files, it's recommended to load manually or the ingame mod menu. Or you may have a conflict with one of the other mods, that can be tested by trying to load just with SS, if that works loading with half your mods at a time to narrow it down to which mod it isn't playing nice with.

I assume that there was a mod conflict but I'm still not sure what it was. I had installed FSM textures with 2k face... without the actual 2k face mod installed. When I installed the 2k face mod, I was able to launch Fallout and play with the simsettlements.esm enabled without issue so far. So I'm just dumb and forgot to install the requirements of all my mods lol
