So at first everything was fine City went from L0 to L1 no problem, performance was okay ( 40FPS ) on high. Then i went exploring the commonwealth for quite a considerable time, built V88 then decided to check on the status of Sanctuary. I tried Fast traveling there got a CTD, no problem i thought it happens sometimes, then tried again it and it managed to load in but as soon as i looked at the City's direction it crashed. Now i tried to walk into the settlement with varying deegres of success. Sometimes i maned to walk in with horrible FPs then crash other times it just crashed on the edge of the cell. (Note:Remote detonatinon of plots solved the FPS issue.) But i lost my progress in that city. I am curious on what could have caused this.

Sanctuary is a strange place. Although what i am about to suggest doesn't fix the issue, it might be worth a shot. Every time I had that issue with CTD regarding sanctuary, I then adopted the following (Which worked "most" of the time).:- Fast travel to the vault. Dont move, or look around for about 10 seconds. Then, slowly approach from the hill. I know its not scientific or anything, but it saved me from going insane. And I did have a massive amount of stuff and plots in sanctuary for testing purposes. Hope it helps.
Edit: I didnt have a city plan active at the time I did what I did, but I did have in excess on 40 settlers, plots and other stuff to complement the city like generators, stairs and steps etc.

honestly i wouldnt choose sanctuary as a potential location for a city plan. its not at all stable for a variety of reasons.
i would instead build a small settlement - no more than 10-15 settlers. use sim settlements for the plots, both internal and external, but i would really not do more than that if i wanted a stable sanctuary.
how kinggath does it in his play through i will never know - that build of his defies years of frustration in my own experiences. it's witchcraft i tell you!

@1ae0bfb8 Totally agree. Witchcraft is at work here. But I have defied build limits there before. But I also know once you go over the "Threshold", it all goes downhill from there. Plots don't do what you expect and scripts don't do what you want, and then any other testing you want tot do is pointless and sends you into a spiral of madness!
