Croup Manor Bugs for RotC

Corrected the probs last night. Croup (and others) depend on armory rating.

Sent away everyone but the city leader, refreshed city, sent everyone back. Also was able to reproduce the multiple blue silhouette shop spawns by sending 2-3 people each from 4 different settlements simultaneously then fast travelling to Croup. As the settlers clumped in from different areas it spawned multiple silhouette shops on the first floor.
 
Now that the big optimization pass has been done I returned, tore the city down and let it rebuild from the roots in "simple" configuration. Unfortunately all the problems I and others have been reporting in this thread are still present, level 0 and once again I've got multiple people overlapping as they work the bar. Also I've noticed no settler seems able to path in and out through the front entry, which probably explains why the provisioners get stuck.

Was this settlement overlooked in the overhaul process? It's hard to believe it's working as intended and I'm kind of sad I just started over from scratch for what seems to be no improvement.
 
Using the optimised version what is the population cap meant to be? It's showing 17 for me at level 3, and there aren't enough beds for the 12 settlers I have and no sign of where more would go. Two beds in the caravan and one on the roof are player beds ( I replaced them to help the situation).
I've also been seeing the multiple settlers at the shops problem.
Love the concept and the 'bait', but not quite working.

So, seeing that this thread is over a year old now since last post, is this whole plan a lost cause now? Problem is that there are no other plans for this settlement location making it rather pointless place when considering this mod. Shame really since I would really like to use this settlement for city building. Such a great location.
