The Commonwealth Police Department quest Critical Perpetrator Development is not triggering after taking the police station and waiting for months. I tried talking to the NPCs and no new quests start. Any solutions before I try console commands?
 
Jerred is not currently accepting the bounty hand-ins as he is supposed to. It's on a list to get fixed, but not liable to be a priority as they are just optional extra radiant quests. Probably best to leave it to one side for now.

i've got the same problem here, anyone knows what causes it?, they simply dont talk to me anymore i wanted to sell the gunner tatoos
 
Most of the CPD quests have some gremlins, people have been reporting issues when playing them.
Multiple things can upset the quests:
  • mod conflicts
  • incorrect load order
  • player using console commands incorrectly, attempting to force their way through the quests
  • quests not having a way to re-engage the NPCs to talk to them if dialogue is interrupted by combat, or player disengaging, coming back later
  • sometimes when updates happen, code merges can cause issues
  • coding errors in how the quest was set up
  • even just Fallout 4 game engine, and game AI
  • oh, and pc gremlins (those nasty creatures that get into your pc and rip out pieces) are real :jester
On the List: CPD Quests are scheduled to receive some love in the near future. In my current game, I'm waiting to do CPD quests. The only harm cauased by waiting to do this quest line, is that the quest(s) will be in your quest log for a while.
 
I found it conflicted with the "recruit allies" part of War is Good For Business. When I got to the Butcher's shack, the officers wouldn't advance the quest until after I asked them to be allies.
 
I feel like I broke the quest... CPD folks show up near Butcher's shack then can't interact. Marker there on the map but nothing on compass. Context: recruited them as allies for End of the Beginning before this, the big battle happened a while ago. Also threw away the holotape Shandy gave me, can't remember where and really hope it wasn't a trigger. Even though if it was, that'd probably be my only way of fixing it.
I really want to turn in my 200 or something tatoos and get Emins to work in a deluxe diner together :/
 
I have a similar issue with this quest line as well. I was able to get through the Butcher section, and the one after it, but then nothing after Simon telling me <omitting spoiler?> is about to happen. No new quest objective pops up.

Possibly related, the new CPD HQ (BADTFL) building has reverted to it's pre-capture state. The CPD NPC's are all inside, but the building went back to its old form after being away from it for a number of game days. Haven't seen anything on that searching the forums, so no idea whether it's related or how to fix it.
 
The issue I had (N.B., past tense) was arriving on scene from the Thicket direction and nothing happening. Standing atop the quest marker (to meet CPD officials) did not advance the quest. My solution was to move Simon and Lena to the player. The quest immediately recommenced and I was able to complete it.
