Question creating city plans or options to upgrade a city built from scratch

I've searched on Google, the forums, I think I'm not using the right search terms because I can't seem to figure this out. I want my city to upgrade, but I want to do the building myself. City plans build what their creators put into the city plan. Is there a way to make a city and appoint a city leader and have a blank city plan (I know that sounds stupid) or to make what I build into a city plan that will upgrade, or...

I don't have a lot of experience with Sim Settlements or building in general, so please be gentle :D
