OK I recently started a playthrough on Fallout 4, featuring Sim Settlements naturally, Horizon (with Sim settlement compatibility patch) and some sundry mods (armoursmith keywords, merc and weapon pack for horizon) totallying about 30 ESM/ESP files including base and all DLCs. No scrap everything mods just the 3 Sim settlement pieces, and the patches up to January 6th.

Life was good, only real problem was settlements could get a bit laggy when they were fully built up, performance was a bit choppy in places like Hangmans Alley, Sanctuary Level 3 etc. Perfectly tolerable.

Then I ran into that freaking Vault Tec Rep who after a few days bugged himself out in my capital of Starlight Drive in, becoming an unassignable bum (amazingly the UOF4P did nothing). Decided to disable him and screw it, but then I notice Starlight starting to freak out, 40+ beds despite only 19 plots, nothing upgrading.

So fair enough, things happen, great opportunity to get the new SS and Horizon versions and hope they include fix. Install, play, things seem fine. Up until I hoof my way to Tenpines Bluff and get a CTD - my first one with the mod. Repeatable every time I approach a settlement but NOT a problem if I fast travel in. So I try a settlement refresh, Zimonja for example is level 3 a quick refresh I think should fix it - by the time it finishes the outpost is nothing more than half a dozen floating plots and some randomly placed props.

I've spent the last few hours trying what I can; tried the performance fixes, I've tried the save-game cleaner, I REALLY don't want to have to start over (took me weeks to get this far and I've not yet met the RR or Institute. Anyways, papyrus logs below and dropbox links too.

The latest parts of the Papyrus file, apparently there is a post limit.

First, you should really use the latest version, 3.1.1 at the time of writing. Some of the patches introduced new bugs.

Please uninstall/delete the Sim Settlement main mod before updating to 3.1.1. (It's always a good practice to always delete the old version before updating a mod. You should never have two or more versions of the same mod installed at the same time.)

Oh I was updated to the latest version when my troubles really started, but then you say update and delete, do I need to do this if I am using NMM? What I had done before to update to the January 26th version is deactivate the Sim settlements, ROTC and IR modules on NMM, download the latest version and activate those - do I need an extra step here?

Yes. Most definitely if you're using NMM! NMM sometimes fail to overwrite files with the same name. Resulting in mixed file generations for a mod. Which could explain your experience with partly updated plots and city builds. After downloading the new mod version, right click the old version in NMM and select "delete". Answer yes to remove it all. Give NMM some time to execute the command. Then shut down NMM. Restart it. Activate/install the updated mod. This you should do with every mod update. Don't forget to adjust the load order afterwards, in NMM's plugins window.

Or learn how to do a manual install to be absolutely sure.
 
Nope, quite a few of us hold back on the latest and greatest until all the stuff we use is updated.

You should be fine if you're holding off on upgrading.
 
First things first a BIG bold thank you to everyone who has chipped in so far!


We're making progress. Updating my F04, F4SE, doing your deep cleanse of the Sim Settlement files and a bit of good luck has got me right back where I started - namely with a functional game plagued only by the Vault Tec rep being bugged out and unassignable. So, in the greatest Irish tradition, while I'm here, what are the implications of this on Sim Settlements? To recap I met VTR in Goodneighbour, sent him to Sanctuary first then Starlight Drive in. Now he is in Starlight drive in and I can't assign him work, I can't talk to him about getting a job (just trade) - and all this despite the UOF4P (heck I even tried installing a purpose built fix to no effect, tried leaving the zone for 15 to 30 days to see if he would reset no effect, tried making him assignable in console no effect). So am I stuck with him potentially screwing up my settlement (no job no home no needs?) should I disable him or kill him or is there some kind of fix I'm not seeing?
 
if you're on PC, you can try manually advancing the VTR quest so he's no longer stuck, which should make him assignable for you.

(And I apologize, I missed the second question about the Fo4 version when you asked it, thinking it was only F4SE, I should have answered both in one post).

Give me a few minutes and I'll update this post with how to go about advancing his quest manually so you don't remain bugged.

Edit update: From context he appears to be in Sanc now. Can you talk to him around 8pm at night and see if you can offer him a job. If he doesn't talk to you, try this in the console:
completequest 00033582

Then see if he'll talk to you.

If not, then last ditch (I actually had to do this in one of my games where I had the exact same bug)

With him targeted in console
setpv bCommandable 1
setpv bAllowMove 1
setpv bAllowCaravan 1
addkeyword WorkshopAllowCommand
addkeyword WorkshopAllowMove
addkeyword WorkshopAllowCaravan

Then go into workshop mode and see if you can send him to sanctuary again :)

When you got to sanctuary, did you actually talk to the vault-tec guy with dialogue or did you just move him directly? I think you need to talk to him with dialogue and say that you wanna give him a job, that way you get to choose where to send him. If you only move him directly he can probably become bugged.
If you did talk to him with dialogue and chose Starlight for him then I don't know, he is working fine in my game as a general goods vendor in Sanctuary.

Nah I went through the works, he arrived at Sanc, I offered to give him a job and selected Starlight. Afterwards I did try moving him back and forth to Sanctuary to try and fix him but no effect, I am THIS close to 308ing him through the head. But I think the most surprising thing is even with console commands I can't assign him to a job, its like he is single handedly defying the game XD

Ah fascinating, I didn't realize he was part of a formal quest that I could setstage on. Where should I look for the data?

Alright now we're cooking with petrol! Fount Vault Tec Rep atop Starlight drive in screen in the middle of a rainy night (was so tempted just to blast him then and there) anyways, sadly no joy with quest-stage method and talking to him, tried teleporting him to Sanctuary and trying it there still no effect. So made the console changes and they seemed to stick this time thankfully, assigned him to a Lvl 3 trading post in sanc, slept through the night, morning arrives and he works. HOLY CRAP were in business. Gonna leave him and sanc and hopefully NEVER need to go near him again. Back to Starlight, beds not tallying with residential plots, quick few plot refreshes to fix that hurrah. Now, just need to make sure these houses upgrade so I'm gonna leave starlight for a while (the timer for lvl2 houses is 15 days right?) and come back later to see if that works. If it is hopefully I need not bug you chaps any longer.

One again BIIIIIIIIG bold thanks to everyone for helping, if yer' ever on the west coast of Ireland I'll give ya a big ole cuddle!
