Closed Converting existing settlement to managed city crashes

After assigning MacCready to lead Sanctuary and then telling it to tear it down I get a fly over of the city then it crashes.
Yes I have Spring Cleaning installed.
What other info do you need? Did I post it in the right place?
Ahhhh yes, I'm on PC

Deleted everything in the town manually and it converted fine.
