I had significant confusion about the initial pop-up process for Conqueror as it presumes city plans. I didn't want plans this round as I have the worst luck with them time and again. I reasoned that Conqueror might detect that RoTC wasn't installed and give me a different form of pop-up process, but when I saw that it didn't, I assumed that by removing all settlements and latent city plans from the right to the left, all would work out.

I'd like to see a different process for not having RoTC myself. Performance Settings being the first item is excellent as it applies to both, but once beyond that, it should just tell you Conqueror is all set and away you go. Without RoTC, there is no need for the extra process. Not sure what would happen if you left the settlements and city plans as-is and just told Conqueror to Go.

Is it working correctly for you, raids functioning properly? I've tested a fair bit but never tried without RotC(I think I assumed 3 in 1 was required?), I don't think I have ever not had the Sim Settlements 3 in 1 since it became a thing. I've done it while having RotC installed but no Settlements or City Plans selected to be prebuilt, but have never tried without having RotC at all or without having IR at all.

As far as I know, it all should still work except you won't get pre built cities but I suspect this is a fairly rare usage case scenario.
 
4.0.1a - raids work very nicely. 3-in-1 isn't required; just the base Sim Settlements, Workshop Framework and Conqueror. Everything else is an add-on. Having the pop-up detect that RoTC isn't installed and just skip past any city related stuff would be great. Might be nice to also have the option that settlements still might have settlers if we wanted to give the player plenty of options.
