Old Post Conqueror; How do I enslave?

Hello,
Sorry to come here with such a simple question, but I checked the FAQs and watched a few of the tutorials, but it doesn't seem to be covered. I have an unhealthy appreciation for Lucy Abernathy. I can't tell you what it is about her, but in most games I force her as a follower with AFT, and I want the opportunity to enslave her in my raider run, but I can't figure it out. I conquered Abernathy farm as my main base before I realized you could enslave, and Console Command "resurrect"ed Lucy, but even after I make a slave collar, I can't enslave her. I tested a few things like attack her until she is down, but then all i get is the opportunity to "(R)Execute" her. Afterwards I tried to test it in other ways. I attacked a totally different settlement and tried to enslave others that we downed, but that didn't work. I tried to "Trade" with a different settler to slap a collar on them, but that did do anything. It seems like the slave collars made at the chemistry station are entirely cosmetic. Am I doing something wrong? I want to enslave Lucy and bring her to my home to.... well... put her to work. *shifty eyes*.
 
Do you have version 4.03 of Conqueror? There's now a whole conversation sequence of Jammer and a raider talking about slave collars even if you previously had the perk. The 4.03+ collars do in fact work by going up to a person from behind, for example, or Hidden sneak. On PC the key to Enslave is R. Stuff from them goes into your inventory automatically like weapons or whatever. Conqueror will then pop-up a Settlement Choice window for you to send the Enslaved to, or you can even have them Follow you by pointing at them (E, I think).
