Mine wouldn't upgrade at all because there were other requirements. I also happened to have the fuel/ammo costs and citizen needs turned on, but they never upgraded with raiders always leaving the settlement for my raids. Once I turned off fuel/ammo costs and citizen needs, they did upgrade a bit. I also believe some defense plots need industrial plots, but don't quote me on that.

Yup, the industrial plot to defense plot upgrade worked. Turning that off under local allows the defense plots to upgrade on their own. Thanks for the heads up!
