Connecting settlements

Does sims 2 caravan connections also connect the workshops for scrap, or just the virtual stuff?

Do I need to still get the perk to connect all the workshops? Local leader and designate a NPC?
 
Caravans do connect the workbench storage (food, scrap, etc) in the same way as vanilla Provisioners too. However, they only have a finite range - roughly the distance of Sanctuary to Tenpines.
You don't need the "Local Leader" perk for any of that, however it's one of the ones that comes up the most in SS2's questline as "dialog checks" so if you've got enough Charisma it's probably still worth a point.

So if I connect all the settlements, I don't get access back from the first to the last if it's across the map, etc?

I phrased that poorly. It's more that the automatic link between settlements that the Caravan Plots make between each other has that finite range. You can, of course, set up a "chain" of settlements - you can get every base game settlement linked together in that way.
For example. I often do Sanctuary -> Tenpines -> Taffington -> Mechanists -> Castle - this way, despite the link only being roughly the distance of Sanctuary to Tenpines, even at the Castle I can access Sanctuary's resources.

I assume you then chain those main routes off to the settlements nearby?

Correct. There is actually no base-game settlements that are completely out of range of all other options - the range is such that it's possible to connect them all into the network, although it can be a bit of a pain requiring building locations you were going to leave empty - eg Somerville Place only reaches Egret Tours Marina, as far as I know.
Note that later in a playthrough of SS2, in the "HQ", you can do a 'research item' to double the range Caravan Plots auto-connect at.
